How to Apply for a Driving School Licence in Kenya

Anyone planning to start a driving school in Kenya must obtain a valid driving school licence from the National Transport and Safety Authority (NTSA).
The licence allows a school to train people who want to obtain driving licences.
Applicants must therefore meet several requirements before NTSA approves their application.
The first step is to register the business, partnership or company that will operate the driving school.
Applicants must provide a certificate of business registration as part of the licence application.
Second step, a driving is required to operate from suitable premises.
Applicants must provide proof of ownership or occupation of the premises. This may include a title deed, lease agreement or rental agreement.
The applicant must also provide details of the school’s physical location and the manoeuvring yard used for practical driving lessons.
Applicants Urged to Choose the Right Driving School Licence Category
Applicants must select a driving school licence category depending on the vehicles they intend to use for training.
The categories include:
- Category A: All categories of vehicles
- Category B: Motor cars and motorcycles
- Category C: Motorcycles
Hire Qualified Driving Instructors
A driving school must have properly licensed instructors.
Each instructor must hold a valid driving licence for the relevant vehicle category. The instructor must also have held the driving licence continuously for at least four years before applying for an instructor’s licence.
They must also pass a driving instructor’s test and have at least a KCSE mean grade of D- or an equivalent qualification recognised in Kenya.
The instructor’s licence application also requires documents such as a valid identification document, certificate of good conduct, driving licence, medical certificate and academic certificate.
Appoint a Head Driving Instructor
Every driving school must have a head driving instructor.
The head instructor must hold a valid instructor’s licence and have at least a KCSE mean grade of D- or an equivalent qualification.
He/she must also have a certificate in computer studies or an equivalent qualification.
Apart from the head instructor, the school must have at least one other driving instructor.
Prepare Training Vehicles
Applicants must provide a list of all vehicles they intend to use for driving lessons.
Each training vehicle must have a valid motor vehicle inspection certificate. The vehicle must also have comprehensive insurance with a driving school endorsement.
The application should include details such as the vehicle registration number, make and model, insurance information and inspection details.
The driving school must have a list of equipment and facilities required to train learners at the proposed school.
They should be able to support both classroom lessons and practical driving training.

Submit the Application to NTSA
Applicants must submit the driving school licence application using the prescribed form. It should include the required supporting documents like:
- Certificate of business registration
- Title deed, lease agreement or rental agreement for the premises
- List of driving instructors
- Copies of valid instructor licences
- List of training equipment and facilities
- List of training vehicles
- Valid vehicle inspection certificates
- Comprehensive insurance certificates with driving school endorsement
- Payment of the prescribed licence fee
NTSA may also require additional information during the application process.

How Much Does a Driving School Licence Cost?
The prescribed licence fees depend on the category of the driving school.
- Category A: Ksh20,000
- Category B: Ksh15,000
- Category C: Ksh5,000
The licence remains valid for 12 months from the date of issue or renewal.
A driving school that wants to operate from additional premises must apply for a branch driving school licence.
The proprietor must submit a separate application for the branch location.
