PS Julius Bitok Moved from Education Docket with Immediate Effect

President William Ruto has reassigned two Principal Secretaries -Julius Bitok and John Lekakeny Ololtuaa in a government reshuffle affecting the education and tourism dockets.

In the changes announced by Chief of Staff and Head of the Public Service Felix Koskei, Prof. Julius Bitok has been moved from the State Department for Basic Education under the Ministry of Education to the State Department for Tourism in the Ministry of Tourism and Wildlife.

Bitok, a senior administrator and education official, had been overseeing key reforms in Kenya’s basic education sector before the reassignment.

In the same directive, John Lekakeny Ololtuaa was transferred from the State Department for Tourism to take over Bitok’s former role in the State Department for Basic Education.

The changes take effect immediately, according to the presidential notification.

“His Excellency the President has this afternoon sanctioned re-assignments in the senior ranks of the Executive in the cadre of Principal Secretaries,” the notice stated.

Tourism Sector Priorities Under Bitok

Bitok now assumes responsibility for the tourism sector at a time when Kenya is seeking to increase international visitor arrivals and strengthen the contribution of tourism to economic growth.

  • Boosting international arrivals and earnings
  • Wildlife conservation and branding Kenya as a global destination
  • Recovery and growth of post-pandemic tourism markets

Ololtuaa, on the other hand, moves to the education sector, where he will oversee the implementation of government policies and reforms in basic education.

Part of Ongoing Govt Adjustments

The reassignment is part of ongoing adjustments within President Ruto’s administration aimed at enhancing service delivery across government ministries and departments.

Principal Secretary rotations have become a recurring feature in the current administration, often used to:

  • Strengthen delivery in priority sectors such as education, tourism, health, and infrastructure
  • Improve coordination between ministries
  • Inject new leadership perspectives into key government dockets
  • Respond to emerging policy and economic demands
