FACT-CHECK: Lies and False Claims in Gachagua’s Latest Speech Before US Trip

Former Deputy President and DCP leader Rigathi Gachagua, in his statement before departing for the United States, raised concerns about a few things; however, based on the facts and evidence, he is wrong.

According to Gachagua’s speech on April 26 2026, he claimed that the IEBC was replacing Smartmatic with South Korean firm Miru Systems through a tender allegedly designed to favour one company.

“Under the instructions of William Ruto, Miru Technologies has been instructed to prepare a new voters’ register and suppress voters from the following regions perceived to be against this regime,” Gachagua said.

The IEBC has indeed advertised Tender No. IEBC/OIT/01/2026-2027 for the supply, installation and maintenance of a new Integrated Election Management System (KIEMS), with submissions scheduled to close on September 1, 2026.

However, there is no public evidence that Miru Systems has already been awarded the contract. The procurement process remains ongoing.

Public records show Smartmatic supplied the KIEMS technology used during Kenya’s 2022 General Election after winning an international tender.

The company provided biometric voter registration, voter identification and results transmission support under a contract awarded by the IEBC.

However, Gachagua urged the IEBC to retain Smartmatic’s system instead of introducing a new platform in order to prevent rigging of the 2027 general elections.

Major LPG Investments

Another one of Gachagua’s most significant claims linked President William Ruto to major LPG investments, including the Dongo Kundu LPG terminal.

“He owns a 45,000-metric-ton liquefied petroleum gas (LPG) import and storage terminal at the Dongo Kundu Special Economic Zone in Mombasa, now under construction,” said Gachagua.

Available corporate records do not support Gachagua’s claim that Ruto owns Taifa Gas.

Taifa Gas is owned and controlled by Tanzanian businessman Rostam Aziz, who has publicly led the company’s expansion across East Africa, including the construction of a major LPG import and storage terminal at Dongo Kundu in Mombasa.

Business records and company statements consistently identify Aziz, and not President Ruto, as the owner and chairman behind Taifa Gas’ regional investments
