New Twist in Cecil Ouma Shooting Case as Court Closes File on PS Fikirini’s Bodyguard

A court in Makadara has closed the investigation file involving police officer Rashid Charo, who is accused of fatally shooting youth mobiliser Cecil Ouma in Nairobi, as it awaits directions from the Director of Public Prosecutions (DPP).
The court ruled that the file could not remain open indefinitely since investigators had not yet submitted the forensic report and completed investigation file to the Office of the Director of Public Prosecutions (ODPP).
Charo, who serves as Principal Secretary for Youth Affairs Fikirini Jacobs’ bodyguard, was arrested over the June 30 shooting of Ouma in Kariokor during an event attended by the PS.
He was later released on a Ksh 20,000 bond as the investigations continued taking place.
On August 19 2026 a virtual hearing was held and Magistrate James Juma said the investigating officer misled the court about the status of the case
The officer had already informed the court in a court session that the investigation file was already handed over to the Director of Public Prosecutions (DPP) as they await directions.
In contrast to that it was established that the file was only delivered to the DPP on August 18 2026 which was only a day before the court hearing.
The case file was then closed and the investigating officer is now waiting for directions from the ODPP.
