Nairobi County Staff Sentenced to One Year in Prison

The Ethics and Anti-Corruption Commission (EACC) has secured a conviction against Joseph Kihara Kaburugu for uttering a forged academic certificate in an attempt to gain employment at Nairobi City Water and Sewerage Company Ltd.

In a statement on Friday, October 3, EACC said investigations revealed that Kaburugu had presented a forged Diploma Certificate in Sports Science Management, purportedly from Jomo Kenyatta University of Agriculture and Technology (JKUAT).

Upon conclusion of the investigations, the file was forwarded to the Director of Public Prosecutions (DPP), who approved charges of forgery and uttering a false document.

Kaburugu was arraigned on January 21, 2025, before Chief Magistrate Hon. Harrison Barasa at Miliman Anti-Corruption Court, where he denied all the charges.

Forgery Charge Removed

After the trial, the court found him guilty on September 30, 2025, of uttering a false document, contrary to Section 353 of the Penal Code.

He was, however, acquitted of the forgery charge under Section 215 of the Criminal Procedure Code.

Fine or Imprisonment

On 2nd October 2025, the court sentenced the accused to a fine of Ksh100,000, or in default, one year’s imprisonment.

EACC reaffirmed its commitment to safeguarding integrity in public service by holding accountable those who seek to secure advantage through fraudulent means.
