The Office of the Director of Public Prosecutions (ODPP) has issued a list of health institutions and individuals allegedly implicated in a Social Health Authority (SHA) fraud scheme.
ODPP demanded prosecution of individuals and institutions that have defrauded the public health funds.
The health institution that has been found in this scandal is Jambo Jipya Medical Clinic in Kilifi County, which submitted Ksh 2,032,680 worth of fraudulent claims, and seven of its employees, with two of them being directors.
These individuals include Patrick Kimuyu Kanya, Faith Chepkururi Bi, Steven Okinyi Ojwang, Justine Baraka Glen, Maina Macharia, Pauline Wanjiru and Nadia Mbeyu.
According to the ODPP press statement on October 4th, 2025, this suggestion followed an inquiry conducted by the Directorate of Criminal Investigations (DCI).
After the DPP made a review of the inquiry file presented to them by the DCI, they said that suspects were to be charged with various offences.
Among these offences are conspiracy to commit a felony, acquisition of proceeds of crime, fraudulent alteration of information, cheating, falsification of health records, forgery and making false accusations under the Social Health Insurance Act.
According to the DPP, these offences are contrary to the Penal Code, the Social Health Insurance Act and the Proceeds of Crime and Anti-Money Laundering Act.
DCI announced on October 3rd, 2025, the arrest of five suspects linked to SHA fraud that involved 1,188 files, according to reports. The five arrested individuals will face charges related to corruption, money laundering, and others.
“The DCI remains resolute in its commitment to stopping healthcare fraud, holding all offenders accountable, and, in collaboration with other law enforcement agencies, ensuring that all assets and resources acquired fraudulently are recovered,” said DCI Director Amin Mohamed.
In August, President William Ruto issued a stern warning to hospitals and individuals allegedly involved in syphoning funds from the SHA.
In August, President William Ruto met more than 6,000 grassroots leaders from Kiambu County at State House, where he used that opportunity to issue a warning to individuals and hospitals defrauding SHA.
“There are people who got used to stealing public money under the National Hospital Insurance Fund (NHIF) through ghost hospitals and fake claims, but not anymore. We will not only ensure that they return the money they may have illegally been paid but also prosecute them,” stated Ruto.
