Seven individuals have been arraigned before the Milimani Law Courts in Nairobi for allegedly defrauding the Social Health Authority (SHA) of more than Ksh7 million through falsified medical claims, in what investigators described as an elaborate scheme to siphon public funds.
The accused — Markdhillion Mutsotso, an employee of St. Mark Orthodox Health Centre; Patrick Kanya and Faith Chepkurui, directors of Jambo Jipya Medical Clinic; Steven Okinyi and Justine Baraka, both clinical officers; Pauline Wanjiru, a nurse; and Naida Mbeyu, a receptionist — face multiple charges including Conspiracy to Commit a Felony, Forgery, Falsification of Records, Obtaining Proceeds of Crime, Cheating, and Uttering False Documents.
According to the prosecution, investigations revealed that Kanya, Chepkurui, Okinyi, Baraka, Wanjiru, and Mbeyu allegedly falsified patient treatment records at Jambo Jipya Medical Clinic in Mtwapa, Kilifi County, leading to irregular payments amounting to Sh2,032,680 between November 2024 and June 2025.
The six were accused of submitting fake medical claims to SHA under the guise of treating patients, which were later processed and paid out.
The court heard that the funds were deposited into the clinic’s accounts before being withdrawn and shared among the accused.
The judge granted Kanya and Chepkurui a bond of Ksh600,000 each, with a surety of a similar amount, or an alternative cash bail of Ksh200,000.
Their co-accused — Okinyi, Baraka, Wanjiru, and Mbeyu — were each granted a bond of Sh100,000 or cash bail of Ksh70,000.
In a related case, Mutsotso was charged with conspiring to defraud SHA of Ksh5,128,400 through falsified claims at St. Mark Orthodox Health Centre in Chavakali, Vihiga County, between October 2024 and June 2025.
He was released on a bond of Ksh100,000 or a cash bail of Ksh70,000 pending trial.
The court also issued warrants of arrest against Fenley Ngairah, director of St. Mark Orthodox Health Centre, and Sammy Otieno, who are still at large.
The case will be mentioned on October 21, 2025, as investigations continue into what authorities have termed a growing trend of medical insurance fraud targeting public health funds.
