The East African Community (EAC), together with the governments of Kenya and Uganda and the African Development Bank (AfDB), will host a market sounding conference in Kampala from October 20 to 21, 2025, to discuss financing options for the 193-kilometre Kenya–Uganda Multinational Expressway Project.
The expressway, which will connect Kakira–Malaba in Uganda to Busia–Kisumu in Kenya, is a flagship regional infrastructure project designed to enhance trade, transport efficiency, and cross-border integration through the Northern Transport Corridor.
The project aims to transform the movement of goods and people by upgrading major border posts, including Busia, Malaba, and Lwakhakha, into modern One Stop Border Posts (OSBPs).
This will significantly reduce clearance time, improve safety, and strengthen trade links between the two countries and the wider EAC region.
“This project is not just about building a road; it is about creating a modern, safe, and efficient transport artery that connects businesses, people, and opportunities across East Africa,” said EAC Deputy Secretary General for Infrastructure, Planning, Productive, Social, and Political Sectors, Andrea Ariik Malueth.

Malueth emphasized that the upcoming conference will mark a turning point in the region’s quest to develop sustainable infrastructure through private sector funding.
He noted that the discussions will help “transform trade, strengthen regional integration, and unlock opportunities for millions of our citizens.”
The event will act as a strategic platform for governments, financiers, and development partners to deliberate on the project, which is being developed under a Public-Private Partnership (PPP) model.

Participants will review detailed feasibility studies, including traffic forecasts, engineering designs, and environmental and social impact assessments.
A key highlight will be the presentation of the Bankability Report, which provides project cost estimates and proposes viable PPP financing models.
“There will be ample opportunity for rich dialogue on how to mobilize resources effectively and sustainably,” Malueth added.
Beyond technical discussions, the conference will attract investors, bilateral donors, and development finance institutions to contribute insights on how to enhance the project’s bankability and ensure long-term economic value.
According to the EAC, the expressway will play a critical role in reducing transport costs, facilitating cross-border trade, and accelerating economic growth across the East African region.
The conference will also aim to align stakeholder priorities and define a clear implementation roadmap, paving the way for an integrated transport corridor that supports trade, investment, and inclusive development across East Africa.
