The National Police Service Commission (NPSC) has welcomed the National Police Service Commission (Amendment) Act, 2025, assented to by President William Ruto on Wednesday, October 15, 2025.

In a statement, NPSC said the Act marked a major milestone in strengthening the welfare and mental health support systems for police officers across the country.

“The amendment entrenches counselling and psychosocial support as a function of the Commission under Section 10 of the National Police Service Commission Act,” NPSC said.

NPSC said the Act empowers the Commission to establish psychosocial units and implement programmes that promote the mental health and overall well-being of officers.

The Commission said the Act also provides for the establishment of well-equipped psychosocial support centres in every county within police offices, camps, training colleges, and communities, ensuring accessible and continuous support.

Additionally, NPSC said it gives full legal effect to the Policy on Counselling and Welfare (2018), which enabled the deployment of professional counsellors and social workers across the nine regions.

The Act also facilitates structured budgeting and reporting on welfare matters in line with Section 26(3)(f) of the Act.

Implementation will be carried out in close collaboration with the Inspector General of Police and other relevant stakeholders.
