The Independent Policing Oversight Authority (IPOA) has confirmed the arrest of a police officer linked to the fatal shooting of 22-year-old student Dalphine Mwangi in Kitale, Trans Nzoia County.
The officer, Police Constable (PC) David Omondi, attached to Kitale Police Station, was detained at Kiminini Police Station pending the conclusion of IPOA’s investigations.
According to a press release dated October 28, 2025, IPOA stated that the suspect was arrested, presented before the court, and remanded for 10 days to allow investigators to complete their inquiries.
The authority emphasized its commitment to ensuring accountability and transparency in policing, especially in cases involving alleged misuse of firearms.
“Following preliminary inquiries, a police officer attached to Kitale Police Station was arrested, presented before court, and detained at Kiminini Police Station pending the completion of IPOA’s investigations,” the statement read in part.
The incident occurred on October 21, 2025, when the student, identified as Dalphine Mwangi, was allegedly shot in the head during a police operation in Kitale.
IPOA said Mwangi was initially rushed to Kijana Wamalwa Hospital before being transferred to Top Hill Hospital in Eldoret, where he succumbed to his injuries on October 24, 2025.
The National Police Service notified IPOA of the shooting a day after the incident, on October 22, 2025, prompting immediate intervention by the oversight body.

In concluding the statement, IPOA Chairperson Ahmed Issack Hassan urged the public to remain calm as the investigation continues, assuring that the case is receiving “fast-tracked attention.”
The oversight body reaffirmed its dedication to ensuring that justice is served and that any officer found culpable faces the full force of the law.
“The Authority wishes to make a passionate appeal to members of the public to remain calm as it progresses investigations, assuring all of fast-tracked attention on the matter,” the statement added.
