Kenya Sugar Board Orders Registration of Sugar Repackers

The Kenya Sugar Board (KSB) has issued a public notice requiring all sugar repackaging entities in the country to register with the Board by November 17, 2025.

The directive is in line with the Sugar (General) Regulations, 2025, and aims to strengthen quality control, traceability, and consumer protection in the sugar industry.

In the notice published this week, the Board stated that the move is backed by Section 61 of the Sugar Act, 2024, which grants it authority to regulate repackaging activities across the country.

The notice reads in part, “All sugar re-packaging entities are required to register with the Board. The registration process is intended to enhance traceability of sugar products, strengthen monitoring and enforcement of sugar-quality standards, and safeguard consumer interests.”

Repackagers Urged to Apply Online

According to KSB, the registration process applies to all individuals, companies, or organizations involved in the repackaging of sugar for retail sale.

The Board emphasized that all applications must be submitted online through its Integrated Management Information System (IMIS) available at https://imis.ksb.go.ke/.

The Board added that applications should be supported by all relevant documents as required under the new regulations.

“All sugar re-packers are therefore notified to submit their application on or before 17th November 2025,” the notice further stated.

Strengthening Oversight and Consumer Safety

The directive is part of broader reforms to streamline the sugar sector and eliminate unregulated repackaging that has in the past led to substandard products reaching the market.

KSB noted that the new framework will improve the monitoring of supply chains and ensure that only certified entities handle retail sugar.
