The Public Investments Committee on Social Services, Administration, and Agriculture (PIC-SSAA), has launched an investigation into Sports Kenya over its alleged misappropriation of billions of shillings of funds in stadium construction and sports projects.
The committee, under the chairmanship of Caleb Amisi, on November 4, grilled Sports Kenya CEO Gabriel Komora, uncovering massive financial irregularities, lost documents, and unrefunded money, which lawmakers believe point to theft of money.
“We are witnessing deliberate financial mismanagement. Taxpayers’ money cannot just disappear without accountability,” PIC Chair Caleb Amisi said.
Stadium Costs Blow Out of Proportion.
The committee disclosed that the cost of Kinoru Stadium skyrocketed from KSh 109 million to KSh 355 million, leaving KSh 246 million unaccounted for.
The same discrepancies were recorded in other regional stadiums.
Seven County stadiums initially budgeted at Ksh2.854 billion later appeared as eight projects costing Ksh2.9 billion even as the Ethics and Anti-Corruption Commission (EACC) was still probing the issue.
Lawmakers questioned the mysterious addition of an eighth stadium and rising costs despite existing probes.
“The pattern of missing documentation, increasing expenses, and unrefunded advances indicates system failures,” noted Martin Owino.

Millions Lost in Unfinished Projects
The committee also found that Sports Kenya had paid Ksh30 million to consultants for developing Public-Private Partnership (PPP) models for stadiums, projects that the government later abandoned.
MPs condemned the wasteful spending, terming it a misappropriation of resources.
Missing Records and Unreconciled Payments.
CEO Komora informed the committee that original financial records were handed over to the EACC and not returned, forcing reliance on certified copies.
The legislators dismissed the explanation and demanded that the EACC to return all the official records to enable full accountability.

Committee Demands Accountability
The committee vowed to conduct a full investigation into what it termed a big corruption scandal.
“There was significant corruption . The system was weak and open to abuse,” said Benjamin Langat.
PIC-SSAA plans to summon officials from the Ministries of Sports and Defence, the EACC, and former Sports Kenya executives.
The findings, according to the MPs, could lead to court intervention.
Sports Kenya has since agreed to provide full cooperation with the committee, which aims to conclude hearings in the next few months.
