Former Deputy President Rigathi Gachagua has issued a warning to Inspector General of Police Douglas Kanja, accusing him of presiding over “a total breakdown of the rule of law” and threatening to hold him personally responsible before the International Criminal Court (ICC) for acts of omission and commission related to election violence.
In a statement issued on November 12, Gachagua raised alarm over alleged threats of violence in Mbeere North Constituency ahead of the November 27 by-elections.
He cited viral social media videos showing several individuals allegedly issuing threats to him and his supporters.
“My attention has been drawn to widely circulated social media videos threatening election violence ahead of the by-elections in Mbeere North, which you are undoubtedly aware of,” Gachagua wrote.
“Despite the evidence and information in your custody, the above persons have not been arraigned.”
The DCP Party leader demanded the immediate arrest and prosecution of the individuals identified in the videos, whom he linked to Embu Governor Cecily Mbarire and Cabinet Secretary Geoffrey Ruku.
He accused the IG of allowing political intimidation to fester under his watch, saying, “It will go down in history that you are the only IG in Kenya to have presided over goonism and a total breakdown of the rule of law.”
Gachagua further referenced the July 7, 2025, Saba Saba protests, claiming that Kanja failed to act as “goons looted businesses, destroyed property, and killed Kenyans across the country.”
He also alleged that repeated threats and attacks against him and his supporters this year had gone uninvestigated.

“You will be held personally responsible before the ICC,” he warned, drawing parallels between Kanja’s conduct and that of former Police Commissioner Major General Mohammed Ali, who faced scrutiny at The Hague over the 2007–08 post-election violence.
Gachagua announced that he would be in Mbeere North from November 16 to 24 to campaign for a candidate of his choice and cautioned that his supporters would provide their own security if the police failed to ensure safety.

“The people of Mbeere North have assured me that, should you, Mr. Kanja, fail to provide adequate security to me and my entourage, they will do it themselves,” he stated.
He copied the letter to IEBC Chairperson Erastus Ethekon, warning the commission against overlooking alleged government interference in the by-election process.
“Do not dare the patience of the people of Kenya.”
