President William Ruto, in his capacity as the African Union Champion for Institutional Reforms, received a comprehensive report from a high-level panel of experts outlining key proposals to overhaul the African Union’s governance and operational structures ahead of a special summit in Luanda, Angola, later this month.
The proposals, presented by the High-Level Panel on AU Governance, Peace and Security, and other AU officials, aim to strengthen the Union’s frameworks and accelerate the realization of Agenda 2063, the AU’s long-term blueprint for a prosperous and integrated Africa.

The meeting, attended by officials from the AUC Chairperson’s office, the Kenyan Mission in Addis Ababa, and senior Ministry of Foreign Affairs representatives, focused on financing, peace and security, and institutional efficiency.
Ruto explained the need for a revitalized AU capable of addressing the continent’s evolving geopolitical and economic challenges.

The panel’s report recommended several reforms, including the repositioning of Africa amid a shifting global order, revitalization of Pan-Africanism, sustainable financing mechanisms, and streamlining the AU Assembly’s agenda and decision-making processes.
“The reforms are designed to make the African Union more agile, self-reliant, and responsive to the needs of African citizens,” the report stated, highlighting the importance of aligning institutional structures with Africa’s developmental goals.
The discussions also stated the urgency of revitalizing the African Governance Architecture and the African Peace and Security Architecture to confront emerging threats to stability on the continent.
Participants assuared their commitment to fast-tracking the reform process, with President Ruto calling on AU Member States to accelerate efforts to build a Union fit for purpose and ready to deliver on the aspirations of Agenda 2063.

“The meeting called for re-commitment to the AU reform agenda by Member States and all AU stakeholders, in order to accelerate the completion of the reform process for the attainment of a Union that is fit for the realisation of Agenda 2063 aspirations.”
The Special Summit on AU Institutional Reforms is scheduled for November 26 in Luanda, Angola, where leaders are expected to deliberate and adopt the proposed recommendations.
