Motorists Breathe Easy as EPRA Announces November–December Fuel Prices

The Energy and Petroleum Regulatory Authority has issued its latest monthly pricing guide, confirming that pump prices will hold steady for the November 15 to December 14, 2025 review period.

In a statement released Friday, November 14, the regulator said there will be no change to the cost of Super Petrol, Diesel, or Kerosene across the country.

“Per Section 101(y) of the Petroleum Act 2019 and Legal Notice No.192 of 2022, we have calculated the maximum retail prices of petroleum products which will be in force from November 15 to December 14,” the statement read.

Motorists in Nairobi will continue paying Ksh184.52 for Super Petrol, Ksh171.47 for Diesel, and Ksh154.78 for Kerosene. The prices take effect at midnight and will remain in force for the next 30 days.

Across major towns, the pricing remains largely uniform with slight regional variations.

Fuel Prices

In Mombasa, Super Petrol will retail at Ksh181.21, Diesel at Ksh168.19, and Kerosene at Ksh151.49. Nakuru motorists will pay Ksh183.56 for Super Petrol, Ksh170.87 for Diesel, and Ksh154.21 for Kerosene.

“The prices are inclusive of the 16% Value Added Tax (VAT) in line with the provisions of the Finance Act 2023, the Tax Laws (Amendment) Act 2024, and the revised rates for excise duty adjusted for inflation as per Legal Notice No. 194 of 2020.”

Eldoret and Kisumu share identical pricing: Super Petrol at Ksh184.38, Diesel at Ksh171.68, and Kerosene at Ksh155.03.

EPRA noted that the retained prices factor in the 16 percent Value Added Tax as mandated by the Finance Act 2023, the Tax Laws (Amendment) Act 2024, and the inflation-adjusted excise duty introduced through Legal Notice No. 194 of 2020.

Last Month’s Review Of Fuel Prices

The last month’s price review saw the pump prices for Super Petrol go at Ksh 184.52, Diesel at Ksh 171.47, and Kerosene at Ksh 154.78 in Nairobi.

These prices included 16% Value-Added Tax (VAT), as it is highlighted in the Finance Act 2023 and the Tax Laws (Amendment) Act of 2024.

Last month, EPRA said the average cost of Super Petrol decreased by 0.10% from Ksh 80,218 in August to Ksh 80,141.21 in September 2025.

Meanwhile, Diesel recorded a significant rise of 1.57% that is from Ksh 79,345.28 to Ksh 80,594.74 the same period.

Additionally, Kerosene increased by 2.97% amounting to Ksh 78,765.12 to Ksh 81,107.70.

These significant developments come after other variables were taken into consideration during the October review, which included exchange rates and buffer margins.

Fuel price reviews are solely conducted in line with Section 101(y) of the Petroleum Act, 2019, and Legal Notice No. 192 of 2022, which mandates monthly evaluations of local fuel prices.
