President William Ruto has unveiled government plans to relocate the prison from Kisii town to a different location.
Speaking on November 22, 2025, at Gospel Embassy Chapel in Kisii County, Ruto said prisoners should not be housed in the middle of town.
He noted that remandees need to stay farther away from urban areas.
The president revealed that once the prison is relocated, the current site will be transformed into a modern housing project.
“We will relocate this prison. There is a jail here in the middle of town. Remandees do not need to stay in town; we will take them a bit farther away,” he said.
Ruto added that the government plans to construct 10,000 affordable housing units on the land currently occupied by the prison, aiming to provide more housing opportunities for residents in Kisii County.
“This city of Kisii, right here in the middle, I want to build ten thousand houses for them in that place where the prison is,” Ruto added.

Ruto also noted that the county that rang his mind when he was thinking about implementing the affordable housing is Kisii.
The land of Kisii is too small to accommodate the residents and practicing agriculture among other things.
“If there is a county that was at the center of my thoughts when I was thinking about this issue of affordable housing, it is Kisii County, because land here has become very small. If we continue subdividing it, we will lack space for food production,” said Ruto.

According to Ruto, Kisii is allocated Ksh 32 billion to build affordable housing, modern markets and hostels in higher learning institutions.
He also noted that the amount of money allocated to the county is more than ever as no government has done something similar before.
“In our budget for the housing fund here in Kisii, Ksh 32 billion is allocated for affordable housing, for building markets, and for constructing hostels,” the President said.
