KeNHA Announces Tender for Horn of Africa Development Project: How to Bid

The Kenya National Highways Authority (KeNHA) has announced a tender for the Horn of Africa Gateway Development project (HoGDP).

KeNHA said the government of Kenya received financial support from the World Bank to finance the project.

The agency intends to use some of the money to pay for various services, including supply, delivery, installation and configuration of Laptops, Computers among others.

These significant developments will improve office performance and field operations across several organizations.

“The Kenya National Highways Authority (KeNHA) through the Government of Kenya has received financing from the World Bank toward the cost of the Horn Africa Gateway Development Project, and intends to apply part of the proceeds toward payments under the support for the supply, delivery, installation and configuration of Laptops, Desktop Computers, Tablet Devices and Smartphones (with their accessories) to enhance office productivity and field operations across multiple organizations,” read part notice.

KeNHA Invites Tender Bids and How to Bid

KeNHA invited sealed Bids from Bidders for the supply, delivery, installation, and configuration of Laptops, Desktop Computers, Tablet Devices, and Smartphones.

The State Corporation said Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB).

“Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers First Published July 2016 and Revised fifth Edition September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations,” said KeNHA.

State Agency Issues Demand to Bidders

The Corporation said Bids must be attached by a Bid Security in the form of an Unconditional Bank Guarantee.

“All Bids must be accompanied by a Bid Security in the form of an Unconditional Bank Guarantee of Ksh. 650,000.00 or an equivalent amount in a freely convertible currency,” KeNHA said.

Additionally, KeNHA said attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

Where Interested Bidders Can Obtain Information

According to KeNHA, eligible Bidders may acquire further information at the offices of KeNHA from Monday to Friday between 8:00 am and 5:00 pm.

They can also be obtained from the Public Procurement Information Portal (PPIP): www.tenders.go.ke free of charge.

However, Bidders are encouraged to download the RFB documents to minimize physical visits to KeNHA Headquarters.

Where and When Complete Bids Are Submitted

All completed Bid documents must be delivered to: Deputy Director, Supply Chain Management, Kenya National Highways Authority, Barabara Plaza, Block C, 2nd Floor, Jomo Kenyatta International Airport (JKIA), off airport South Road, along Mazao Road, P.O. Box 49712 – 00100, Nairobi, Kenya.

Submission should be done before January 21, 2026.

KeNHA warned that electronic Bidding will not be accepted, and also late Bids will be rejected.
