Matungulu Pastor in Machakos County appealed to the National Police Service (NPS) after the OCS of Tala Police Station demanded Ksh. 10,000 to guard sound systems.
William Sila Mutiso, a 54-year-old man, is a resident of Matungulu and a pastor in the great city of Tala
In an official letter dated December 2nd, 2025, he said that they were having a function and an expensive Sound system, therefore they needed armed security.
“On 29th November 2025, I visited Tala Police Station seeking security services for our church in Tala. We were having a function and there were many and expensive Sound System Equipment; therefore, we needed armed security,” read part letter.
William said that after writing the official letter to the OCS, she demanded Ksh 10,000 for her to release the police officers.
“When I gave the official letter (attached) to the OCS, she demanded 10,000 (= Ten thousand Kenya Shillings). I categorically told her that was a lot of money and we were not able to pay,” the pastor stated.
He added, “She was very arrogant, unprofessional and bossy. She said she won’t give me the askaris and I can go where I want.”

The pastor said there is a high rate of insecurity in Matungulu, robbery in churches, an increase in illicit brews and loss of firearms by police officers.
William added that OCS demanding a bribe lowers the reputation of the Kenya Police and exposes the rot in the security apparatus.
“In Matungulu, where I live, there has been an increase of insecurity, robbery in churches and stealing of sound systems, an increase of illicit brews and even loss of firearms by police officers,” Pastor noted.

He reminded police officers that the power they have is donated by the Citizens.
“I therefore write to humbly suggest that this particular officer should be taken to a refresher course on matters National Police Service Act 2017 and the National Police Standing Orders. I do so in defense of our constitution as per Chapter One of the Constitution of Kenya 2010,” he added.
