The Communications Authority of Kenya (CA) has announced the next phase of its review of the country’s telecommunications market structure, calling on stakeholders and the public to participate in a validation workshop scheduled for December 17, 2025.
The review is part of ongoing reforms under the Unified Licensing Framework (ULF), which was last amended in 2014.
In a public notice, the regulator said the exercise is anchored in its mandate under the Kenya Information and Communications Act, 1998, which empowers it to license ICT sector operators and safeguard the interests of users.
“The Communications Authority of Kenya (CA) is the regulatory agency for the ICT industry in Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting and postal/courier services,” the notice stated.
According to the Authority, the review follows a call for comments issued on December 23, 2024, after which it received extensive feedback from sector players and the general public.
The CA has now published its responses to those submissions.
“Following the public notice… receipt and consideration of comments from stakeholders and the general public, the Authority has prepared responses to the submissions received and published the same on the website,” the notice said.

The Authority confirmed that both the comments and its official responses are accessible online for scrutiny.
“The public comments and the Authority’s responses are available for access through the following link,” it said, urging stakeholders to review the documents before the upcoming workshop.
Members of the public, industry players, and other interested groups have been invited to take part in the validation meeting, which will begin at 9:00 a.m.
The CA emphasized the importance of participation, noting that, “the updated framework will shape Kenya’s digital economy and regulatory environment for years.”

The regulator has also opened registration for those wishing to participate.
“Stakeholders are requested to register via the link, https://tinyurl.com/45s9dyyu.” the notice said, adding that more details about the workshop will be provided through the same portal.
The CA reiterated its commitment to transparency, inclusivity, and sustained stakeholder engagement throughout the review process.
“The Authority remains committed to ensuring transparency, stakeholder engagement, and inclusivity in shaping Kenya’s telecommunications regulatory environment,” said Director General David Mugonyi.
