The African Union (AU) has issued a declaration reinforcing its commitment to the territorial integrity of the Federal Republic of Somalia, explicitly rejecting any moves toward the diplomatic recognition of Somaliland as an independent state.
H.E. Mahmoud Ali Youssouf, the Chairperson of the AU Commission, expressed “deep concern” about recent developments regarding Somaliland’s status in a press release on December 26, 2025.
The declaration acts as a high-level diplomatic signal to stop any attempts to compromise Somalia’s existing borders. The Chairperson underlined that the African Union’s stance is based on its Constitutive Act and is not just political.
He specifically cited the “intangibility of borders inherited at independence,” a 1964 Organization of African Unity (OAU) principle designed to avert territorial disputes throughout the continent.

“The Chairperson of the African Union Commission rejects any recognition of Somaliland and reaffirms the African Union’s unwavering commitment to the unity and sovereignty of Somalia,” the statement read.
It added, “The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, has taken note, with deep concern, of recent developments relating to Somaliland.”

The AU aims to deter unilateral actions that might result in fragmented governance or heightened tensions in the Horn of Africa by reiterating Somalia’s sovereignty.
“Any attempt to undermine the unity, sovereignty, and territorial integrity of Somalia runs counter to the fundamental principles of the African Union and risks setting a dangerous precedent with far-reaching implications for peace and stability across the continent,” the statement read.
The African Union is still urging all sides to respect international law and give the consolidation of peace within Somalia’s current federal structure top priority.
