Detectives from the Directorate of Criminal Investigations (DCI) have arrested four people in Bomet County over an elaborate fraud scheme that saw job seekers lose more than Ksh.40 million through fake Teachers Service Commission (TSC) recruitment letters.
Those arrested include David Kemei, the TSC Director for Konoin Sub-County, Rosebella Chepkemoi Korir, a former Bomet County Woman Representative aspirant, and two teachers identified as Leonard Siele Towett and Mercy Cherotich.
The arrests followed a detailed probe by detectives after numerous complaints from victims who believed they had secured teaching jobs.
According to investigators, the suspects targeted unemployed teachers and desperate job seekers, demanding large sums of money in exchange for forged TSC appointment letters.
The letters falsely promised permanent and pensionable employment with the Commission.
Detectives say the scheme caused severe financial distress to victims, with some reportedly taking loans, selling land and livestock, or draining their life savings in the hope of landing government jobs.

The four suspects were arraigned on Friday at the Bomet Law Courts, where detectives secured 14-day custodial orders to allow for further investigations.
Authorities believe the fraud ring is part of a wider network operating beyond Bomet County.
The DCI revealed that similar fraudulent activities linked to the suspects have been reported in Kericho, Narok, Kisii, and Nyamira counties.
Efforts are ongoing to identify and arrest other individuals believed to be part of the syndicate.

“The Directorate of Criminal Investigations (DCI), in collaboration with the TSC, remains resolute in dismantling criminal networks that exploit job seekers and undermine public confidence in government institutions,” the State agency said in a statement.
“The DCI cautions the public to remain vigilant and to verify all recruitment opportunities through official TSC channels.
TSC does not charge any fees for employment.”
Authorities have urged members of the public who may have fallen victim to the scam to report to the nearest police station as investigations continue.
