Tension Mounts as IG Douglas Kanja, DCI Boss Mohammed Amin Set to Exit Office

A major reorganization of the country’s top security organ is reportedly on the horizon, with Inspector General of Police Douglas Kanja and Director of Criminal Investigations (DCI) Mohammed Amin expected to exit their roles in a looming reshuffle.

The fate of the two top security bosses now hangs in the balance as they attain the mandatory retirement age of 60 years today.

Amin was born on October 1, 1964, according to personal records held in his police file. Mr Amin was sworn into office on October 19, 2022.

Insiders suggest that the anticipated changes are part of a strategic “security clean-up” by the government as the country begins its countdown to the 2027 General Election.

Legislative Context

National Assembly Speaker Moses Wetang’ula earlier claimed that the Inspector General (IG) was a State officer, not a public officer, and therefore not subject to the mandatory retirement age of 60.

While all government employees are considered public officers, State officers specifically hold offices listed under Article 260 of the Constitution. These roles include:

  • The President and Deputy President
  • Cabinet Secretaries
  • Chief of Defence Forces
  • Director-General of the National Intelligence Service
  • Inspector-General of Police and his deputies
  • Attorney-General and Director of Public Prosecutions
  • Principal Secretaries and the Secretary to the Cabinet
  • MPs, judges, and magistrates

Recent Legal Pressures

Both chiefs have recently faced significant heat from the Judiciary:

Court Summons: Throughout 2025 and into early 2026, both IG Douglas Kanja and DCI Mohammed Amin were summoned multiple times by High Court judges (such as Justice Chacha Mwita) to explain the whereabouts of missing persons and victims of alleged police abductions.

They have faced criticism for snubbing these summons, leading to public and civil society pressure for “accountability” or “change at the top.”

The bosses also faced criticism from Gen Z, over their conduct in office during the 2025 protests in major cities and towns in the country.

What’s Next?

Names of potential successors are already circulating within the corridors of power, with senior commanders from the General Service Unit (GSU) and the Administration Police Service (APS) touted as frontrunners for the IG position.
