Turkana Governor Unveils Panel, Kicks Off 60-Day Reorganization of County Leadership

Turkana Governor Jeremiah Lomorukai has triggered a 60-day countdown to a total overhaul of the county’s administrative leadership.
Governor Jeremiah has appointed a high-level five-member selection panel to recruit a new Secretary/CEO and Commissioners for the County Public Service Board (CPSB).
According to the appointment notice on Gazette Notice No. 397 under the County Governments Act, the Governor’s intent to streamline an administration that has recently faced pressure to improve service delivery and resolve long-standing human resource bottlenecks.
“NOTICE is given pursuant to section 58 (1) (a), (2) and (3) of the County Governments Act, 2012, (as amended by the County Governments (Amendment) Act, 2020 that I, Jeremiah kamais Lomorukai Napotikan, the Governor, Turkana County, do appoint the following persons to be Members of the Selection Panel for the Recruitment of the Secretary/CEO and Commissioners of County Public Service Board,” Gazette Notice No. 397 read.

To ensure the process is free from claims of political bias, Lomorukai appointed a team of professionals to be the Members of the Selection Panel for the Recruitment of the Secretary/CEO and Commissioners of the County Public Service Board

The 60-Day Mandate
The Governor has given the panel a strict 60-day window to finalize their task.
“The section panel shall finalize its task within a period of sixty (60) days from the date of this notice. Dated the 11th November, 2025,” Gazette Notice No. 397 read.
Terms of Reference Of The Selection Panel
Competitive Sourcing: To ensure the competitive sourcing of the persons to fill the positions of the Secretary/CEO and Commissioners of County Public Service Board, respectively.
Public Advertisement: To formulate and undertake the advertisements for the positions of the Secretary/CEO and Commissioners of the County Public Service Board and to receive applications in respect of the said vacancies.
Rigorous Screening: To undertake the long listing and short listing of the applications received
Public Interview Schedules: To prepare and publish the interview schedule of the candidates shortlisted for the stated vacancies
Final Recommendation: Conducting the interviews and forwarding the names of successful applicants to the Governor, who will then transmit his nominees to the County Assembly for final vetting and approval.
