It is named in honor of the late Thomas Joseph Mboya, a legendary Kenyan statesman and pan-Africanist.

It was established in 2022, as a non-profit public higher education institution located in the large town of Homa Bay (population range of 10,000-49,999 inhabitants).

The university was officially recognized by the Commission for University Education, Tom Mboya University (TMU) is a coeducational Kenyan higher education institution.
