Ruto Nominates Former NTSA Director General as PSC Chair

President William Ruto has nominated Francis Meja for appointment as the Chairperson of the Public Service Commission (PSC).

The nomination has been transmitted to the National Assembly for consideration and approval by Parliament.

This information was announced by State House Spokesperson Hussein Mohamed in a statement dated Wednesday, January 21 2026.

“President William Ruto has nominated Mr. Francis Meja for appointment as the Chairperson of the Public Service Commission (PSC). The nomination has been transmitted to the National Assembly for consideration and approval by Parliament,” said Hussein.

Ruto Nominates Francis Meja as PSC Chair

The nominee is currently serving as a Member of the Public Service Commission, following his appointment in January 2025. He has previously held several senior executive and leadership positions, most notably as the founding Director-General of the National Transport and Safety Authority (NTSA).

His public service record also includes a tenure as a Council Member of Murang’a University of Technology and as the Registrar of Motor Vehicles in the Ministry of Transport.

Beyond his public sector background, the former NTSA Director General brings to the role over fifteen years of experience in banking and financial services, having served in various management roles at Equity Bank Kenya PLC and the Housing Finance Company of Kenya (HFCK).

Francis Meja is also a politician. He sought the United Democratic Alliance (UDA) nomination for the Kajiado gubernatorial seat ahead of the August 2022 general election.

He participated in the UDA party primaries but lost the nomination to Katoo ole Metito, who received far more votes.

Since he did not win the UDA nomination, he did not contest as the Kajiado governor candidate in the 2022 general election.

He holds a Master of Business Administration (MBA) in Strategic Management from the University of Nairobi.

Following the exit of Ambassador Anthony Muchiri, who had been serving as Chairperson after his appointment as Ambassador to Türkiye by President William Ruto, the recruitment process for the Public Service Commission (PSC) chairperson attracted a total of 52 applicants.

Notable People Who Were Shortlisted for the PSC Job

A total of 52 candidates applied for the position by the close of the advertisement period on November 20, 2025.

The selection panel shortlisted 12 candidates and invited them for interviews held between December 15 and 17, 2025.

Among those shortlisted were former NTSA Director-General Francis Meja, former IEBC Commissioner Boya Molu, and former Principal Secretary Simon Nabukwesi.
