Ruto Appoints Katwa Kigen, Issack Hassan Among 13 New Judges

President William Ruto has appointed fifteen Court of Appeal Judges in accordance with the recommendation of the Judicial Service Commission (JSC).

The 15 judges include Katwa Kigen and Issack Hassan, whose names were forwarded to him last week by the JSC, following the conclusion of their interviews.

The New Appointees
The list of newly appointed judges includes a mix of seasoned judicial officers from the High Court and specialist courts, as well as prominent legal practitioners.

Chief Justice Martha Koome had previously noted that increasing the bench’s size is critical for the Court of Appeal to achieve its target of hearing and determining appeals within one year of filing.

“In exercise of the powers conferred by Article 166 (1) (b) of the Constitution, I, William Samoei Ruto, President of the Republic of Kenya… appoint these nominees to be Judges of the Court of Appeal,” the Gazette notice read.

Here is the list of 15 individuals appointed by President William Ruto to be Judges of the Court of Appeal:

1. Hedwig Imbosa Ong’udi,
2. Mathews Nduma Nderi,
3. Linnet Mumo Ndolo,
4. Enock Chacha Mwita,
5. Lucy Mwihaki Njuguna,
6. Samson Odhiambo Okongo,
7. Rachel Chepkoech Ngetich,
8. Joseph Kipchumba Kigen Katwa,
9. Stephen Andersen Radido Okiyo,
10. Brown Murungi Kairaria,
11. Ahmed Issack Hassan,
12. Paul Lilan,
13. Munyao Sila,
14. Johnson Okoth Okello,
15. Byram Ongaya

The newly appointed judges are expected to be sworn in at the State House in the coming days before they officially assume their new roles in the appellate court.

Judicial Service Commission (JSC)- vetting

According to a statement earlier issued by the JSC, the names were submitted to President William Ruto for appointment prior to the start of duty after a competitive recruitment process.

“The Judicial Service Commission (JSC) has concluded the recruitment and selection process for the appointment of Judges of the Court of Appeal and is in the process of transmitting the names of the nominees to His Excellency the President of the Republic of Kenya for appointment, in accordance with Article 166 (1) (b) of the Constitution of Kenya, 2010,” JSC stated on a notice.
