IEBC Appoints Moses Ledama Sunkuli as Acting CEO for Six Months

The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli, the Electoral Operations Director, as its acting Chief Executive Officer.

Moses Ledama Sunkuli takes over as acting IEBC CEO following the mutual agreement resignation of Hussein Marjan two days ago.

According to a statement released by IEBC on Thursday, January 5, 2026, Sunkuli, will act in that role for a period of six (6) months or until the hiring and appointment of a substantive CEO is completed.

“The Independent Electoral and Boundaries Commission (IEBC) wishes to announce the
appointment of Mr. Moses Ledama Sunkuli as the Acting Chief Executive Officer and
Commission Secretary, effective immediately,” IEBC stated in a statement.

The electoral body further indicated that the formal procedure to appoint a substantive successor has commenced and therefore, he will serve in an acting capacity for a period of six (6) months or until the recruitment and appointment of a substantive CEO is finalized.

“Mr. Sunkuli will serve in an acting capacity for a period of six (6) months or until the
recruitment and appointment of a substantive Chief Executive Officer is finalized.”

Following increasing pressure from opposition parties calling for his resignation before the next general election, Marjan resigned.

Kalonzo Musyoka, the leader of the Wiper Party, cautioned that if Marjan stayed in office, the next election might not be free and fair.

Acknowledging Service and Leadership

Marjan after his resignation from the commission shared his appreciation for his years at the IEBC, highlighting his progression from Deputy Commission Secretary in 2015 to his eventual appointment as CEO.

“Since joining the Commission in April 2015, first as Deputy Commission Secretary/Chief Executive Officer and later as Commission Secretary/Chief Executive Officer, it has been an honour to work with a professional, dedicated, and resilient team committed to the constitutional mandate of the IEBC,” Marjan wrote during his resignation from the commission.
