Ruto and CSs Announce Fresh Appointments, Including Ex-Kisumu Governor Ranguma

President William Ruto has announced several state appointments within the government.

In a gazette notice dated Friday, February 13, 2026, the Head of State made two specific re-appointments:

Among notable appointments is Ugas S. Mohamed, who was re-appointed as the Non-Executive Chairperson of the Board of Directors of the Capital Markets Authority for a period of three years, effective February 24, 2026.

“In exercise of the powers conferred by section 5 (3)(a) of the Capital Markets Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint UGAS S. Mohamed to be the Non-Executive Chairperson of the Board of Directors of Capital Markets Authority, for a period of three (3) years, with effect from the 24th February, 2026,” read part of the gazette notice.

Elsewhere, President Ruto re-appointed Sally Njambi Mahihu as the Non-Executive Chairperson of the Board of the Kenya Investment Authority for a period of three years, effective February 13, 2026.

In addition to the President’s appointments, several Cabinet Secretaries also made state appointments:

Co-operatives and Micro, Small and Medium Enterprises (MSME) Development CS Wycliffe Ambetsa Oparanya re-appointed former Kisumu Governor Jack Ranguma as a Member and Non-Executive Chairperson of the Board of Directors of the Sacco Societies Regulatory Authority (SASRA) for a period of three years, effective February 13, 2026.

Treasury CS John Mbadi re-appointed the following individuals as members of the Board of the Capital Markets Authority for a three-year term starting February 24, 2026:

  • Natasha Awuor Aduwo
  • Elena Natalia Pellegrini
  • Meshack Moses Kiprono
  • Gibson Kimani Maina
  • Prof. Michael Bowen

Health CS Mutahi Kagwe made several appointments to the Kenya Dairy Board for three-year terms:

  • Re-appointed Genesio Mugo as Chairperson
  • Re-appointed Members Abraham Kiplel Rugut, Mercy Karimi Mbogo, Mike Koross, Fatuma Abdi Haji, Josephine Moraa Omanwa, Beth Wangare Mbuthia, and Kenneth Pkemoi Lomaibong.
  • Makarios Munanga Makwata was appointed as a new member.

Gender CS Hanna Cheptumo appointed Rebecca Ghati Maroa as a member and Non-Executive Chairperson of the National Government Affirmative Action Fund for three years.

Tourism CS Rebecca Miano re-appointed Zippie Metto as a member of the Tourism Fund for a period of three years.

Jack Ranguma Profile

Jack Ranguma was the first Governor of Kisumu, serving from 2013 to 2017. He was elected on an ODM ticket with Ruth Odinga as his deputy, but lost to Kisumu Governor Professor Anyang’ Nyong’o, who has held the position since.

In 2022, he vied again for the gubernatorial seat on a Movement for Democracy and Growth (MDG) ticket but was unsuccessful.

He was appointed SASRA Chairman on February 6, 2023, for a three-year term by President William Ruto.

Ranguma holds a Master of Science in International Accounting and Management Information Systems from the University of Illinois at Urbana-Champaign. He is also a Certified Public Accountant (CPA) and a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
