The Kenya Roads Board has announced the appointment of its new Director General.
In a statement dated Wednesday, February 18, the Board, through its Chairperson, Aisha Jumwa announced the appointment of Judith Otsyula as its new Director General.
“Kenya Roads Board has announced the appointment of Mrs. Judith K. Otsyula as Director General,” read the statement.
The Board stated that it arrived at its decision following a competitive recruitment process.
Otsyula, a distinguished transport sector professional with over two decades of senior leadership experience in infrastructure development, strategic programme management, and institutional governance, brings a proven track record of delivering transformative infrastructure initiatives and strengthening public sector institutions to achieve sustainable national development to the Company, the Board stated.

The Board further noted that her appointment marks a historic milestone, as she becomes the first woman to serve as Director General within the road subsector, reflecting the Board’s commitment to inclusivity and progressive leadership.
The Board also announced that it has full confidence in Otsyula’s leadership and strategic vision and is certain that, under her stewardship, the Kenya Roads Board will continue to strengthen its mandate, enhance institutional performance, and advance sustainable road financing and development.
Some of her key responsibilities will include:
Leading the overall management, coordination, and financing of the national road network, ensuring its maintenance and development align with the approved Road Sector Investment Programme (RSIP).
Allocating financial resources to road agencies in accordance with approved investment plans funded by the Road Fund.
Overseeing the securitisation of a portion of the Fuel Levy to support the funding needs of the road sector.
Advising the Cabinet Secretary in charge of roads on issues related to road maintenance, rehabilitation, and development financed by the Fund.
Supervising the implementation and monitoring of the Annual Public Roads Programme (APRP).
Coordinating the review and maintenance of the Road Classification System and the Kenya Road Register.
Guiding the development and execution of road management strategies.
Leading the creation and implementation of policies, frameworks, and strategies aimed at improving efficiency, transparency, and accountability in the management of the Road Fund.

Providing direction in the development and delivery of the Kenya Roads Board’s strategic plans and budgets.
Ensuring prudent financial management, investment, and resource mobilisation to maintain the Fund’s sustainability.
Managing human resources to build a motivated, skilled, and high-performing workforce.
Promoting innovation, good governance, and integrity throughout KRB operations.
Acting as Secretary to the Board of Directors.
Representing the Kenya Roads Board in national, regional, and international forums on road infrastructure and financing matters.
