MPs Question Ksh 280 Million Renovation Plan for Mudavadi’s Office

Members of Parliament have raised concerns over a proposal to allocate Ksh 280 million for the refurbishment of Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia Mudavadi’s office.

The concerns were raised by members of the National Assembly Administration and Internal Security Committee, led by Narok West MP and Chairperson, Hon. Gabriel Tongoyo, during deliberations on the 2026/27 Budget Policy Statement (BPS).

The issues emerged when the Committee engaged the Office of the Prime Cabinet Secretary and the Cabinet Secretary for Foreign and Diaspora Affairs, represented by Chief of Staff Joseph Busiega, on Thursday, February 19, 2026.

MPs Question Ksh 280 Million Refurbishment Plan for Mudavadi’s Office

According to Busiega, the office seeks Ksh 280 million for refurbishing its premises at the Kenya Railways Headquarters in Nairobi.

Committee members questioned the rationale for investing in renovations for a rented facility, prompting calls for a clearer justification and assurance of value for money.

In response, Busiega explained that the funds are intended for essential security upgrades, including the installation of surveillance systems.

At the same time, the Committee also met the Office of the Deputy President, Professor Kithure Kindiki, led by Principal Administrative Secretary Moses Mbaruku, who presented its FY 2026/27 BPS.

The document indicated a proposed allocation of approximately Ksh 3.581 billion, largely directed toward recurrent expenditure to support administration, coordination, and supervision functions.

Ruto Unapologetic About State House Renovation

The office also reported a funding shortfall of roughly Ksh 967.3 million, citing operational pressures and priority commitments.

Questions about expenditure on refurbishment by state officers have also arisen in the recent past.

Members of the public have questioned why the government is spending billions on renovations, specifically the State House in Nairobi alone, which is valued at Ksh 1.7 billion, while at the same time, President Ruto’s government is calling for national austerity and tax hikes.

Further controversy arose over the proposed building of a Ksh 1.2 billion church within State House grounds.

Critics, including the Atheist Society of Kenya, challenged this in court, arguing it violates the constitutional requirement for religious neutrality.

However, President Ruto has repeatedly defended the renovations, noting that the building has been in poor condition for many years and requires upgrades.

Treasury Cabinet Secretary John Mbadi also stated that the works were necessary to address severe deterioration.
