County Governments to Issue Bursaries to All Students

President William Ruto has announced that county governments will now issue bursaries to students across the country following a new agreement between the national government and all 47 counties.

Speaking during a UDA-ODM Joint meeting on March 10 in Nairobi, the president said the move aims to ease the financial burden faced by parents and ensure that more learners receive financial support for their education.

The new arrangement was reached in collaboration with the Ministry of Education and county governments after concerns were previously raised about the legality of counties issuing bursaries.

According to President Ruto, the national government has already signed agreements with all county governments to allow them to take over bursary responsibilities previously handled through the National Government Constituencies Development Fund (NGCDF).

He noted that the decision was reached after consultations with oversight authorities, including the Office of the Controller of Budget, which had earlier raised concerns over counties’ funding bursaries.

“The counties are given all the bursaries which NGCDF is giving, and we have signed agreements with the counties. You remember the controller of budgets raised issues on counties supporting bursaries,” said Ruto.

The president added that the new framework will ensure counties are fully empowered to support students through education funding programs.

Support for All Learners

President Ruto stated that education support should not be divided between national and county government responsibilities.

“With the Ministry of Education, we have signed with all the counties. Now, county governments can give bursaries to all our children because there are no children for the national government or the county government,” he said.

He stressed that the new policy will make it easier for families to access financial support for school fees and other education-related expenses.

Reducing the Burden on Parents

The government believes that allowing counties to handle bursaries will expand access to funding for students while easing pressure on parents struggling to educate their children.

“That is a step in making sure that we reduce the burden on parents in matters related to do with education of their children,” the president added.

The initiative is expected to streamline bursary distribution across the country and ensure that more students benefit from education support programs.
