The Government has broken its silence over the alleged issuance of Kenyan passports to foreigners, days after a leaked document from the Directorate of Immigration Services went viral on social media.
The document claimed that several foreigners, including Sudanese nationals and one Zimbabwean national, were issued Kenyan passports.
While appearing before the Administration and Internal Security Committee during the consideration of Supplementary Estimates No. On Monday, March 16, 2026, for the 2025/26 financial year, Principal Secretary Dr. Belio Kipsang of the State Department for Immigration and Citizen Services denied the claims.
“On issuance of some of these documents to non-Kenyans, I want to assure everybody that we only issue these documents to Kenyans, mainly IDs and birth certificates, and you cannot get any other documents unless you have the IDs and the birth certificates,” said Kipsang.
At the same time, the State Department for Immigration and Citizen Services disclosed that it has already utilised more than half of its development budget for the 2025/26 financial year, with KSh 6.78 billion spent as of December 31, 2025.
“The expenditure under the development budget is above 50 per cent due to full-year access to some budget items such as supplies for the production of ID cards, the purchase of passport booklets, and contracted technical services for the e-Citizen platform to facilitate the honouring of contractual obligations,” Kipsang said.

During the session, the Committee observed that audit reports indicate the Civil Registration Department continues to collect a significant portion of its revenue manually, amounting to hundreds of millions of shillings annually.
Members sought clarification on why the Department had not fully automated revenue collection through digital platforms such as eCitizen.
In response, the Principal Secretary clarified that no manual collections are currently undertaken, noting that all payments are processed through the e-Citizen platform via a paybill system.
Kipsang also emphasised that the Unique Personal Identifier (UPI) will be central to the future of identity management in the country and remains one of the State Department’s key priorities.
His response comes days after leaked documents from Kenya’s Directorate of Immigration Services, reportedly from late February 2026, alleged that Kenyan passports were irregularly issued to several foreign nationals, bypassing standard vetting and residency requirements.
