The Senate County Public Accounts Committee (CPAC) has given Inspector General of Police Douglas Kanja four days to produce Nairobi Governor Johnson Sakaja before the committee.
Sakaja had missed the previous summons related to audit queries for the 2024/2025 financial year.
“The distance between the IG’s office and City Hall is not the distance between the IG’s office and Samburu, so the IG should not give us excuses.” CPAC chair Moses Kajwang warned.
The committee imposed a KSh 500,000 fine on Governor Sakaja for failing to honour the summons.
Kajwang also warned that non-compliance could lead to a recommendation to the House, declaring the governor in gross violation of the Constitution and therefore unfit to hold public office.
“In case he fails to appear on Monday, we can take a recommendation to the house against that governor that we find them in a gross violation of the constitution and therefore not fit to hold public office.” He said.
The committee expressed concern over Nairobi County’s spending, noting that the governor has seven advisors earning an average of KSh 203,000 each.
This, they said, raises questions about accountability and proper use of public funds.
“If the governor chooses not to appear before this committee, then we will go with the Auditor General’s report as is because it is a report that has been procured and processed by a constitutional body.” Kajwang stated.
He added that continued defiance could prompt further parliamentary measures to enforce compliance.

The Council of Governors has previously accused the committee of intimidating county officials, but CPAC insists that accountability and adherence to parliamentary summons are non-negotiable.
Governor Sakaja has repeatedly missed Senate hearings, sometimes requesting rescheduling. The committee is determined to ensure adherence to audit processes and proper oversight.

“If the governor does not appear, we shall adopt the Auditor General’s report and flag Nairobi County for irregularities and misappropriation of public funds.” Kajwang added.
The Senate committee has made it clear that it will not tolerate evasions. They expect the IG to comply fully within the four-day deadline, reinforcing the importance of accountability in county governance.
