Cabinet Secretary for Petroleum and Energy, Opiyo Wandayi failed to appear before the National Assembly’s Energy Committee on April 9,2026, leaving lawmakers frustrated as they sought answers over allegations of substandard petroleum imports allegedly bypassing the Government-to-Government (G-to-G) framework.
The committee, chaired by David Gikaria, had summoned Wandayi to clarify the origin, authorization, and procedural compliance of the controversial fuel consignment.
Wandayi’s failure to attend the hearing has heightened concerns among committee members regarding accountability and transparency in the importation of petroleum products.
Members had expected detailed explanations on whether proper procedures were followed and the extent to which quality assurance and enforcement mechanisms were adhered to.
David Gikaria, chair of the Energy Committee,on April,8,2026, emphasized that the panel is exercising its full oversight mandate to hold all responsible parties accountable.
“In exercise of our oversight mandate, the committee has formally required the Cabinet Secretary for Energy and Petroleum, alongside all relevant institutions across the petroleum value chain, to appear before the committee on Thursday, 9 April 2026 at 9am.

This engagement will be comprehensive and evidence-based,” Gikaria stated.
Gikaria stressed that accountability would not be selective.
“Any individual or entity found culpable, whether through commission, omission, or negligence, will be held to account. We call upon all investigative and enforcement agencies to leave no stone unturned in uncovering the truth. The Kenyan public deserves full transparency, and this matter must be pursued to its logical conclusion without fear or favour,” he said.
He further sought to allay public concerns about potential fuel shortages, citing information submitted to the National Assembly by the Cabinet Secretary for the National Treasury on April 2,2026 regarding the country’s fuel supply position.
