President William Ruto has declared vacancies in several key state agencies and established selection panels to oversee the recruitment of new office holders, as detailed in the gazette notices issued on Friday, April 10, 2026.
The appointments affect positions in the Independent Policing Oversight Authority (IPOA), the Intergovernmental Relations Technical Committee (IGRTC), the Public Service Commission (PSC), and the Teachers Service Commission (TSC).
In the notice concerning the Independent Policing Oversight Authority (IPOA), the President announced a vacancy in the position of Chairperson following the appointment of the immediate former holder to the Court of Appeal.
“NOW THEREFORE, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, in exercise of the powers conferred by section 11(1) of the Independent Policing Oversight Authority Act, do:
DECLARE a vacancy in the position of Chairperson of the Board of the Independent Policing Oversight Authority:,” read part of the notice.
To facilitate the recruitment process, a selection panel was constituted comprising Dr. Rueben Chirchir, Mwanamaka Amani Mabruki, Stephen Mbaga Jumbale, Dr. Monica W. Muiru, Claris Ogangah and Michael Nzomo Mbithuka.

At the same time, the Head of State declared impending vacancies for seven members of the Intergovernmental Relations Technical Committee (IGRTC), whose six-year non-renewable terms are set to expire on June 19, 2026.
He appointed a selection panel chaired by Amos Gathecha from the Executive Office of the President.
The panel includes Benjamin Chesire Cheboi, Ochilo Ayacko and Fatuma Achani, all representing the Council of Governors, Michael Lenasalon from the State Department for Devolution, Shadrack Mose from the State Law Office, Dr. Francis Owino from the Public Service Commission, Joanne Machayo, Prof. Nicholas Letting representing the Public Service Commission and the Association of Professional Societies of East Africa (APSEA), and Mutheu Kasanga from the Kenya Private Sector Alliance (KEPSA).
The panel will be supported by joint secretaries Dr. Kipkurui S. Chepkwony of the IGRTC and Mary Mwiti from the Council of Governors.
In a separate notice, President Ruto also declared a vacancy in the position of Member of the Public Service Commission (PSC) and appointed a selection panel to oversee the recruitment.

The panel comprises Arthur Osiya, Mwaniki Cachuba, Simon C. Kiplangat (CHRP(K)), Georgina Malombe (FCPA), Ruth Wambeti Ruraa and Freddah Lenayiasa.
Further, the President announced impending vacancies for two members of the Teachers Service Commission (TSC), effective May 2, 2026, following the expiry of their six-year terms.
He appointed a selection panel chaired by Ambassador Isaac Njenga. Other members of the panel include Evelyn Owoko, James Nduna, Dr. Jacob Mbijiwe, Margaret Nyakoboke Ogega (CPA), Wycliffe Etole Omucheyi, Dr. Mercy Igoki Samuel, Rose Okaya Eleye and Dr. Margaret Lesunda.
