Ministry of Education Announces Vacancies for University Council Chairpersons and Members

The Ministry of Education has declared vacancies for Chairpersons and Members of Councils across public universities and constituent colleges, opening an opportunity for qualified professionals to participate in governance and strategic leadership in higher education.

According to the notice issued by the State Department for Higher Education Kenya on April 13, 2026, the recruitment aims to strengthen leadership and policy direction in universities across the country.

Requirements for Chairperson of University Council

Candidates applying for the Chairperson role must hold a PhD from a recognized university.

In addition, applicants must demonstrate proven leadership and management experience and meet the integrity requirements outlined under Chapter Six of the Constitution.

The notice states that the selection process will consider individuals capable of offering strong policy direction and strategic oversight within Kenya’s higher education institutions.

Qualifications for University Council Members

For the position of Council Member, applicants must hold an earned master’s degree from a recognized university.

However, the ministry clarified that Executive Master’s degrees will not be accepted for the role.

Candidates must also have leadership and management experience and meet constitutional integrity standards.

Shortlisted candidates will be required to present academic certificates, identification documents, and recognition certificates for foreign qualifications where applicable.

Eligibility Restrictions for Applicants

The Ministry clarified that certain individuals are not eligible to apply.

Applicants must not be public servants or active members of university faculty, whether in public or private institutions.

Additionally, serving Council Chairs and Members are not required to apply, as the recruitment targets new candidates to strengthen governance structures.

Mandatory Clearance Documents for Successful Candidates

Successful candidates will be required to provide several clearance documents before assuming office.

These include:

  • Certificate of Good Conduct
  • Clearance from the Ethics and Anti-Corruption Commission (EACC)
  • Clearance from the Higher Education Loans Board (HELB)
  • Compliance certificate from the Kenya Revenue Authority (KRA)
  • Clearance from a recognized Credit Reference Bureau

These requirements align with Kenya’s public service integrity standards.

Placement Across Universities Nationwide

Successful applicants may be deployed to serve in any public university or university constituent college within the Republic of Kenya.

The Ministry emphasized that skills diversity, regional representation, and gender balance will be key considerations during placement.

The notice further explains that the selection process will consider “the skills mix and experience necessary to provide policy as well as strategic, technical and operational guidance to the universities.”

How to Apply and Submission Deadline

Interested candidates must submit the following:

  • An application letter indicating the position applied for
  • Curriculum Vitae
  • Copy of National Identity Card or valid Passport

Applications should be emailed to councilpositions@education.go.ke.

Alternatively, hard copies may be delivered to Telposta Towers, 26th Floor, Room 2501, Nairobi

All applications must reach the office of the Principal Secretary by Monday, April 27, 2026.
