The National Transport and Safety Authority (NTSA) has provided the requirements and application process for individuals and institutions that want to register new driving schools in Kenya.
According to a report by NTSA on April 14 2026, the applicants must submit key statutory documents that confirm the legal status of the proposed driving school.
NTSA has also provided a structured procedure that applicants must follow before receiving approval to operate.
Required documents include the Kenya Revenue Authority (KRA) PIN for the institution and a certificate of registration or gazette notice demonstrating that the school is formally registered in line with the government regulations.
In addition, NTSA requires KRA PIN details for all directors associated with the driving school, alongside identification numbers for the directors or the chief executive officer.
Applicants are also required to provide a mobile phone number that is not currently linked to any active Transport Integrated Management System (TIMS) account in order to support verification and communication throughout the whole process.
The application is to be submitted through the eCitizen platform, where applicants are required to log into their accounts and select the NTSA service portal before completing the relevant application form.

Applicants are to upload coloured documents and also fill in the application form before submitting their applications.
After submission, NTSA will review the application and conduct verification procedures.
The procedure includes a physical inspection of the proposed driving school premises to confirm its compliance with operational standards and also regulatory expectations.
Applicants will then be notified of their results via SMS communication once the assessment process is completed.

NTSA says successful applicants are required to make the required payments before printing the driving licence, which must be displayed at the driving school office as required by the law.
NTSA indicates that the processing timeline for the registration of a new driving school licence is approximately 10 working days, depending on document verification and inspection outcomes.
The applicable charges are to be issued based on the requirements of each application.
