Kenya has stepped up efforts to operationalise the Bilateral Health Cooperation Framework 2026-2030, working closely with the United States Government (USG) and the Council of Governors to develop a comprehensive implementation plan.
The plan follows the signing of the landmark agreement on December 4,2025 and is expected to guide the transition and long-term sustainability of critical health investments, while strengthening collaboration between the two countries.
Health officials say the framework will play a central role in ensuring that Kenya maintains progress made in disease control and health system development, while expanding access to essential services across the country.
Under the leadership of Principal Secretary for Medical Services, Dr Ouma Oluga, a technical team is currently finalising the implementation roadmap, aligning it with Kenya’s national health priorities and the Universal Health Coverage (UHC) agenda.

Officials say the alignment will ensure that existing health gains are protected while supporting the long-term sustainability of donor-supported programs.
The ongoing process aims to translate the bilateral agreement into actionable priorities that will safeguard past achievements in disease prevention and treatment while driving sustainable improvements across the health sector.
Experts involved in the planning note that strengthening health systems and ensuring continuity of services remain central goals, particularly as Kenya advances toward full Universal Health Coverage.

Participants in the technical team include senior health officials responsible for managing major disease programs.
Their involvement is expected to ensure that disease-specific strategies are effectively integrated into the broader national health implementation plan.
“The implementation plan will align bilateral support with Kenya’s national health priorities and ensure sustainability of key health investments,” officials involved in the process indicated.
