National Treasury Cabinet Secretary (CS) John Mbadi has issued a public notice inviting Kenyans to submit tax policy proposals for the 2026/2027 Financial Year Budget.
The call is pegged on constitutional requirements for transparency and public involvement in financial decision-making.
The notice states that Article 201(a) of the Constitution requires” openness and accountability, including public participation in financial matters.”
According to the Treasury, engaging citizens and stakeholders in tax formulation is a constitutional duty.
The notice further cites Article 232(1)(d), stating, it “requires involvement of the people in the process of policy making.”
Additionally, the announcement refers to section 35(2) of the Public Finance Management Act (Cap. 412A), which “requires participation by the public in the budget process.”
The Treasury is inviting a wide range of participants to take part in shaping amendments for the Finance Bill 2026, including:
In the statement ,the Treasury emphasizes the need to,”recognise the burdens and benefits of utilising the resources, generating revenue and managing expenditure equitably.”

The submissions must focus on specific amendments to tax laws for inclusion in the upcoming Finance Bill 2026.
The National Treasury emphasizes that the suggestions should align with the Bottom-Up Economic Transformation Agenda, which “seeks to achieve economic turnaround and inclusive growth based on a value chain approach.”

To allow proper review, every proposal must:
a) Identify the specific tax law and the provision proposed to be amended.
b) Provide “A brief statement of the problem in question.
c) Include a clear justification supported by evidence or analysis.
According to the Treasury, the received proposals will inform tax actions that will be taken to enhance the future boost of revenue mobilization and facilitate equitable and sustainable economic growth.
The hard copies must be submitted to the Cabinet Secretary, and the soft copies should be submitted via the email address submissions@treasury.go.ke. All submissions should be made before December 31, 2025.
