A Police Clearance Certificate (PCC), also known as a Certificate of Good Conduct, is an official document issued by a country’s police or government agency that confirms whether an individual has any criminal convictions or criminal history.

The document is proof that a Citizen has no criminal record.

PCC can certify that an individual has a criminal history, where a list of all criminal records and convictions can be produced, or if an individual is free and clean from criminal activities.

Why PCC is needed

It is a basic requirement when processing visa and immigration applications to enter foreign countries, certifying individuals’ behaviour.

Employers also ask for PCC from their employees to verify their background and ensure they do not hold any criminal past.

The application process

  • Create an eCitizen Account.

If you don’t already have one, create an account on the eCitizen portal, which is the central platform for accessing government services.

  • Log In and Access DCI Services

Log in to your eCitizen account and navigate the Directorate of Criminal Investigations (DCI) services.

  • Fill Out the Application

Start the police clearance certificate (certificate of good conduct) application by filling in your personal information, like full names and gender, among others.

After you have finished the filling process, you will be asked to select a location for fingerprinting.

  • Pay the Application Fee

You can choose your preferred mode of payment, e.g., M-pesa, bank transfers, or credit or debit cards, and pay the required fee.

  • Print Forms

After you have successfully made payment, you are required to download and print two (2) copies of your invoice and one copy of the C24 form (Application for Certificate of Good Conduct) on A4 paper. The C24 form can also be found on the DCI website.

  • Visit for Fingerprinting

When visiting the specific fingerprint centre you selected, take your printed invoice and C24 form, along with your original national ID or a certified copy of your birth certificate.

  • Fingerprint Processing

While at the centre, your fingerprint and palm prints will be taken and recorded on the C24 form.

  • Certificate Download

Once every process is complete, you can download your issued police clearance certificate through your eCitizen account.
