A Nairobi City Water and Sewerage Company (NCWSC) employee has been fined KSh8.5 million by the Milimani Anti-Corruption Court for using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment.
Felix Ojwang Balamu, who has been working with the utility company since 2011, was found guilty of presenting a fake academic document purporting to be genuine from the Kenya National Examinations Council (KNEC).
According to investigations by the Ethics and Anti-Corruption Commission (EACC), Balamu used the forged KCSE certificate to fraudulently acquire employment at the water company.
The anti-graft agency’s probe established that he had obtained public property worth KSh8.24 million through his employment.
The findings revealed that Balamu’s actions not only deceived his employer but also resulted in the misuse of public resources.

While delivering judgment on October 10, 2025, Milimani Anti-Corruption Court Magistrate Hon. Selesa Okore imposed stiff penalties against Balamu.
He was fined the equivalent of his unlawfully earned salary, amounting to Ksh8,543,562, or serve a four-year prison term in default of payment.
The court convicted him on three charges: fraudulent acquisition of public property, deceiving a principal, and presenting a forged certificate.
The ruling serves as a stern warning to public officers and employees who seek to gain employment through deceit.

Following the verdict, the EACC stated its official X account, noting that the judgment underscored its commitment to safeguarding public resources and promoting integrity in public service.
The anti-graft body reiterated that it will continue to pursue individuals involved in forgery and other forms of corruption to ensure accountability and transparency across government institutions.
