The Directorate of Criminal Investigations (DCI) has recommended murder and attempted murder charges against five individuals over a fatal shooting at C & M Lounge in Kitengela, Kajiado County, following the conclusion of investigations into the January 25, 2026 incident.

In a press statement issued under the banner of the National Police Service, the agency said it had finalized its inquiry into the, “status of investigations regarding a shooting incident at C & M Lounge in Kitengela–Kajiado County,” confirming that the case file has since been forwarded to the Office of the Director of Public Prosecutions (ODPP) in Kajiado for review and further direction.

According to the statement, the incident occurred, “in the early hours of Sunday, January 25, 2026,” after which the DCI, “promptly initiated a thorough investigation,” into the circumstances surrounding the shooting.

Scene Processing and Forensic Examination

The DCI disclosed that a team of investigators, led by the Sub-County Criminal Investigations Officer (SCCIO) Isinya and working alongside Crime Scene Investigators, moved swiftly to secure the premises.

“A team of investigators, led by the Sub-County Criminal Investigations Officer (SCCIO) Isinya, in collaboration with Crime Scene Investigators, visited and secured the scene for processing,” the statement read.

Authorities said the scene was “meticulously documented” and that key exhibits were recovered.

“The crime scene was meticulously documented and key exhibits, including spent cartridges, were recovered and preserved for further forensic examination and police action,” the DCI stated.

On January 26th, 2026, an elite group of specialists from the National Forensic Laboratory went to conduct a thorough analysis.

The experts, drawn from ballistics, imaging and acoustics, and crime scene specialties, “conducted a detailed examination of the secured scene.”

The agency added that, “additional evidence was collected, including a review and analysis of available CCTV footage,” as investigators sought to piece together the sequence of events.

Firearms Surrendered, Statements Recorded

Further, three firearms surrendered by individuals under investigation were subjected to ballistic testing.

“Three firearms surrendered by individuals under investigation were submitted for ballistic examination, and the corresponding forensic report was duly received by the investigating team,” the statement said.

Investigators also recorded multiple witness accounts to strengthen the case.

“A total of eleven (11) individuals recorded statements as part of the inquiry,” the DCI confirmed.

Upon conclusion of the investigations, the SCCIO Isinya forwarded the duplicate investigation file to the ODPP on February 2, 2026, alongside a comprehensive brief and recommendations.

“The inquiry recommended that five (5) persons be charged with murder contrary to Section 203 as read with Section 204 of the Penal Code, and with attempted murder contrary to Section 220 of the Penal Code,” the statement read.

The charges relate to the death of the late Kevin Shepashina Maseli and the attempted murder of Joseph Kasio, “who remained admitted in hospital at the time, respectively.”

Awaiting ODPP Direction

The DCI said it is now awaiting guidance from prosecutors.

“The DCI awaits guidance from the ODPP and will take all necessary actions in accordance with the feedback received,” the statement said.

Reaffirming its mandate, the Directorate emphasized its commitment to accountability and due process.

It stated that, “it remains steadfast in its commitment to the pursuit of justice, the upholding of the rule of law, and the protection of every citizen’s right to a fair and impartial investigation, ensuring that all perpetrators of serious crimes are held fully accountable through due process.”
