The Vice-Chairperson of the EACC (Ethics and Anti-Corruption Commission), Dr. Monica Muiru, held important consultations with Anne Waiguru, signaling that there is increased action towards tackling corruption cases in counties.
This meeting, referred to as an important consultation, occurred when Dr. Monica Muiru paid a courtesy visit to the Kirinyaga County headquarters.
In line with this important development, it has been noted that this process will help in achieving “a critical milestone in advancing cooperation with the commission in the war against corruption.”
The consultative process is part of the efforts by EACC to work closely with devolved government units to tackle various governance issues.
One of the key processes that emerged from the important consultations was the setting up of an Executive CPC in order to take preventive measures against corruption.
During the meeting, Governor Waiguru committed to fast-tracking the implementation of the proposed committee, emphasizing urgency in operationalizing anti-corruption safeguards.
She stated that the county would move with speed in setting up the framework, noting the importance of turning commitments into action.
“During the meeting, the Governor committed to operationalizing the apex CPC with immediate effect,” a statement from EACC noted, adding that the move highlights, “the county’s resolve to translate the partnership into concrete action and reinforce good governance.”
The CPC framework is anchored in existing legal provisions, particularly Section 9 of the Anti-Bribery Act, which mandates both public and private institutions to establish adequate procedures for preventing bribery and related malpractices.

EACC officials highlighted that the CPC model is not merely advisory but forms a critical compliance mechanism under Kenyan law.
“The CPC is one of the corruption prevention mechanisms envisaged under Section 9 of the Anti-Bribery Act, which requires institutions to implement adequate procedures to prevent bribery and related malpractices,” the Commission stated.
Integration of the committee into the governance framework of the county will be vital in helping Kirinyaga to ensure that internal control measures are improved, thereby making it possible to ensure adherence to ethical considerations in service delivery.

The partnership between EACC and Kirinyaga County is part of a wider national strategy to institutionalize anti-corruption frameworks across devolved governments.
EACC has increasingly focused on preventive approaches, working with counties to build systems that deter corruption before it occurs.
“The partnership highlights EACC’s continued efforts to work closely with county governments to institutionalize effective anti-corruption frameworks, enhance transparency, and promote ethical standards in public service delivery,” the statement added.
