The Independent Policing Oversight Authority (IPOA) has launched investigations into a fatal shooting incident in Embu County following a police response to a public demonstration over service delivery at a local hospital.
The incident, which occurred during a protest in Mbeere North Sub-county, left two people dead and several others injured after police allegedly intervened to restore order.
IPOA has moved swiftly to establish the circumstances surrounding the shooting. IPOA confirmed that it has already dispatched a Rapid Response Team to Embu County to collect evidence and piece together what transpired during the incident.
“In line with the provisions of the IPOA Act, which mandates the Authority to investigate deaths and injuries occasioned by police action, a Rapid Response Team has this morning been dispatched to the area with instructions to gather all relevant information to establish the circumstances surrounding the incident,” it stated.

“Meanwhile, the Authority consoles with the families and friends of those who lost their lives and wishes those who were injured a full recovery. The Authority further appeals to area residents to remain calm and allow due process of the law to take its course,” IPOA said.
In addition, IPOA investigators will collect witness statements, review police operations, and secure all available evidence.
The team will also reconstruct the events leading to the shooting to determine how officers handled crowd control during the protest.
Furthermore, the Authority has stated that it will assess whether police actions complied with the law. Where wrongdoing is established, IPOA will make recommendations, including possible prosecution of those responsible.

At the same time, IPOA has urged residents of Embu County to remain calm as investigations continue.
The Authority emphasized that it will conduct the probe independently and transparently while providing updates to the public as findings emerge.
Ultimately, the incident has renewed debate on police conduct during demonstrations, especially those linked to public service delivery concerns, as IPOA works to establish the truth behind the fatal shooting.
