TVET and AI Education Among Key Deals Between Ruto and Italy President

Kenya and Italy have unveiled an ambitious 2026-2029 Action Plan aimed at deepening bilateral cooperation in education, innovation, trade, security, and sustainable development.

The agreement was reached during President William Ruto’s official visit to Rome, where he held talks with Italian Prime Minister Giorgia Meloni under the framework of the Mattei Plan for Africa.

The partnership places strong emphasis on Technical and Vocational Education and Training (TVET) and Artificial Intelligence (AI) as key drivers of future skills development and economic transformation.

Strengthening Political Dialogue

The two leaders reaffirmed their commitment to strengthening diplomatic engagement through regular high-level visits and structured consultations between foreign ministries.

They also agreed to enhance cooperation in multilateral platforms such as the United Nations, focusing on global issues including climate change, migration, technology, and security.

Both sides emphasized closer coordination in promoting peace, stability, and sustainable development across Africa and beyond.

Boosting Economic Cooperation and Investment

Kenya and Italy are committed to expanding trade and investment flows, building on the EU-Kenya Economic Partnership Agreement and the broader Mattei Plan for Africa.

The leaders encouraged stronger private sector participation and welcomed increased collaboration between Kenyan and Italian businesses. Priority sectors identified include infrastructure, manufacturing, renewable energy, and agribusiness.

A special focus was placed on developing Kenya’s leather industry, with both countries aiming to modernize production, improve quality standards, and expand global market access.

Tourism was also highlighted as a key area for cultural exchange and economic growth.

TVET and Skills Development at the Core

A major highlight of the agreement is the expansion of Technical and Vocational Education and Training (TVET) programmes.

The two nations agreed to strengthen skills development initiatives, particularly to equip young people with practical competencies aligned with labour market demands.

Italy pledged continued support through training programmes linked to public administration and institutional capacity building.

Both leaders stressed that education partnerships will play a central role in promoting youth empowerment and employability.

AI, Innovation and Space Collaboration

Kenya and Italy also committed to deepening cooperation in science, technology, and innovation, with a strong focus on Artificial Intelligence.

The partnership will support joint research projects, knowledge sharing, and institutional collaborations, including initiatives under the Mattei Plan AI Hub for Sustainable Development.

In addition, both countries agreed to strengthen cooperation in the space sector, leveraging Kenya’s Malindi Space Centre to expand capacity building and develop the space economy.

Sustainable Development and Climate Action

The Action Plan places sustainability at its core, with both sides agreeing to work on food security, climate resilience, and sustainable supply chains.

Key focus areas include coffee production, the blue economy, urban sustainability, and circular bio-economy systems.

The agreement also prioritizes investment in renewable energy, water management, and environmental protection.

Both leaders underscored the importance of addressing climate change through joint action and innovation-driven solutions.

Defence and Security Cooperation

Kenya and Italy signed a Defence Cooperation Agreement aimed at enhancing collaboration on shared security challenges, including counterterrorism and maritime security.

The agreement emphasizes mutual respect, transparency, and national sovereignty while supporting training and capacity-building between defence institutions.

Education and People-to-People Exchanges

Beyond technical training, the two countries committed to strengthening academic partnerships between universities and research institutions.

Youth exchange programmes, cultural cooperation, and local authority partnerships were also highlighted as key tools for deepening mutual understanding and long-term friendship between the two nations.

Both countries reaffirmed their commitment to a long-term strategic partnership aimed at fostering inclusive growth, technological advancement, and shared prosperity.
