Sakaja Orders Reshuffle of Top Nairobi County Officers

Governor Johnson Sakaja has reshuffled five County Chief Officers in Nairobi in a move aimed at improving service delivery and strengthening coordination across key departments.

The changes, announced on Friday, April 24, affect mobility, ICT infrastructure, lands, works, medical services and gender and inclusivity. Sakaja signed off on the adjustments under Section 45(5) of the County Government Act, 2012.

Dr Machel Waikenda was moved from the Mobility department, where he also acted as Chief Officer for ICT Infrastructure, to the Lands and Ag. Mobility docket.

He previously served as Chief Officer for Economic Affairs after joining the county executive in May 2024. He later shifted to Mobility in August 2024 during an earlier reshuffle.

Koigu Shifts to ICT Infrastructure

Cecilia Koigu left the Lands department and took over ICT Infrastructure. She has worked in Lands since December 2022, when Governor Sakaja appointed her among 33 chief officers in his initial administration team.

Engineer Bob Ariemba now serves as Acting Chief Officer for Works. He steps in to oversee infrastructure development and support ongoing county projects across Nairobi.

Muchoki and Dahir Swap Roles

Dr Irene Muchoki was moved from Medical Services to Gender and Inclusivity. She joined the administration in December 2022 and ranks among the longest-serving chief officers.

At the same time, Mariam Dubow Dahir was shifted from Gender and Inclusivity to Medical Services. The two effectively exchanged dockets.

The county government said the changes aim to improve coordination and speed up service delivery in critical sectors, especially health, infrastructure, and urban management.

November 2025 Reshuffle Set the Tone for Latest Changes

This latest reshuffle comes less than a year after another major reorganisation on November 18, 2025. That earlier shake-up affected several senior officials across key departments, including lands, health, public service, and citizen engagement.

During that period, Sakaja also moved Geoffrey Mosiria from the Environment department to Citizen Engagement and Customer Service. The county said the move aimed to strengthen feedback systems and improve response to residents’ concerns.

Across the country, governors continue to reshuffle senior officers as they respond to performance pressures and rising public demand for better services. Similar changes have recently occurred in several counties as leaders try to realign teams with development priorities.

In Nairobi, Sakaja’s latest move signals continued efforts to stabilise his administration and improve efficiency in service delivery across departments that directly affect residents.
