MPs Issue Directive on Mediheal Hospital After Organ Trafficking Probe

A National Assembly committee has recommended the lifting of sanctions imposed on Mediheal Hospital, owned by former Kesses MP Swarup Mishra, following investigations into allegations of organ trafficking.

The Departmental Committee on Health, in a report tabled in the House on Wednesday, April 15, 2026, said the sanctions should be lifted except for those relating to organ transplant services.

The report was tabled by Committee Vice Chairperson Patrick Munene.

“Any sanctions placed on Mediheal Group of Hospitals, including suspension of licences, be lifted except for organ transplant licences,” the report stated in part.

MPs Recommend Lifting Sanctions on Mediheal Hospital

The committee conducted a public inquiry into allegations of organ harvesting at the Eldoret-based facility, which had led to the suspension of kidney transplant services in April 2025 by Health Cabinet Secretary Aden Duale.

Lawmakers found that concerns about ethical practices in transplant procedures exist, but more extensive reforms are needed to improve oversight in the sector.

In addition to Mediheal Hospital, the committee also recommended the lifting of sanctions imposed on St Luke’s Orthopaedic and Trauma Hospital and Oak Tree Centre for Kidney and Chronic Disease, both based in Eldoret.

To address gaps in regulation, the committee called for the enactment of a comprehensive Blood, Cell, and Organ Transplant Law.

The proposed law would establish a National Organ Transplant Authority, a national registry, and a transparent organ allocation system.

The Ministry of Health has also been urged to fast-track the development of regulations under the Health Act and strengthen regulatory bodies to improve inspection, enforcement, and accountability.

MPs Issue Several Recommendations Following Probe

Further, lawmakers recommended the development of a National Organ Transplant Policy aligned with Universal Health Coverage goals and international standards to ensure equitable and safe access to services.

To curb malpractice, the committee proposed the establishment of a joint inspection and enforcement framework involving key regulatory agencies.

On infrastructure and capacity, the committee called on the National Treasury to fast-track funding for the East Africa Centre of Excellence in Urology and Nephrology at Kenyatta National Hospital to boost the training of transplant specialists.

The Ministry of Health and county governments were also urged to develop a national human resource strategy to address the shortage of specialists, alongside increased investment in transplant services and expansion of facilities in public hospitals.

To improve access, the committee recommended that the Ministry of Health, in consultation with the Social Health Authority (SHA), review and gazette a benefits package to ensure full coverage of transplant services for eligible patients.

Mediheal Hospital in Eldoret came under scrutiny over alleged organ trafficking following an international media exposé.

The revelations prompted Health Cabinet Secretary Aden Duale to suspend kidney transplant services at the facility over ethical and malpractice concerns. However, the hospital was not fully closed, as other medical services continued while investigations were launched.
