Water Supply in Mombasa to Be Controlled by a Special Regime for Six Months

The Water Services Regulatory Board (WASREB)  has announced that Mombasa Water Supply and Sanitation Company (MOWASSCO) will be under a special regime for the next six months.

MOWASSCO is a water service provider (WSP) licensed by WASREB to provide water and sewerage services to residents of Mombasa within Mombasa County.

In a notice on Tuesday, April 21, WASREB said that during this time, the special regulatory regime measures shall include, but not be limited to:

• The WSP shall submit a weekly income and expenditure report to WASREB.
• The WSP shall submit bank reconciliation statements to WASREB every month.
• The WSP shall submit an operation and maintenance report monthly using the reporting template to be issued by WASREB.
• The WSP shall submit water quality reports on a monthly basis.
• The WSP shall submit a monthly progress report on the progress made in addressing issues raised in the WASREB inspection report.
• All board committees, board meetings, or ad hoc board meetings shall be attended by WASREB.

“The special regulatory regime herein takes effect from the date of this notice,” WASREB said.

WASREB Powers and Mandate

WASREB said the move is pursuant to powers granted to it under section 101 (1)(a). (c) and 102(1)(2)(3) (a) of the Water Act 2016.

The Act allows WASREB to

(a) Safeguard the progressive realization of the right to water to the consumers within the service area designated for this WSP within Mombasa County.

(b) Address poor governance and management malpractices of the water service provider.

(c) Improve internal control functions and financial management of the water service provider.

(d) Improve the sustainability of the water service provider.
