IPOA Swings to Action After Deadly Luanda Police Crackdown Sparks Unrest

The Independent Policing Oversight Authority (IPOA) has launched investigations into a death and multiple injuries reported during a public order incident in Luanda Township, Vihiga County.

The incident occurred on May 3, 2026, during a police operation targeting rising cases of motorcycle theft and related crimes. Officers from Luanda Police Station impounded 20 motorcycles for verification, which sparked tension in the area.

“On 3rd May 2026, IPOA monitored a police operation conducted by officers from Luanda Police Station. The operation was undertaken in response to multiple complaints regarding an increase in motorcycle theft and other motorcycle-related criminal activity,” the statement stated.

However, the situation quickly escalated. Protesters barricaded the Kisumu–Busia highway, disrupting traffic and harassing motorists. Some individuals also attempted to forcibly retrieve the impounded motorcycles from the police station.

Unrest Escalates Into Violence

“At approximately 1400 hours, public unrest emerged within Luanda Township. Protesters barricaded the Kisumu–Busia highway, causing significant disruption to traffic flow and harassing motorists,” the authority noted.

Meanwhile, cases of looting from nearby premises emerged. As a result, officers from Sabatia, Vihiga, and Emuhaya sub-counties moved in to restore order. During the confrontation, IPOA monitors recorded one death, five arrests, and injuries to seven police officers.

Investigations Into Use of Force

IPOA has now begun investigations to establish what led to the death and injuries. The probe will also assess whether officers followed public order management protocols.

“In accordance with Section 6(a) of the IPOA Act, the Authority has initiated investigations into the death and injuries reported during the protests. The investigations will determine whether the use of force was justified and whether established public order management protocols were adhered to,” the authority stated.

Call for Restraint and Lawful Engagement

Additionally, IPOA urged the public to use proper channels when engaging police to help reduce tensions. At the same time, it called on the National Police Service to uphold constitutional rights while maintaining law and order.

Finally, the Authority sent condolences to the family of the deceased and wished those injured a quick recovery. It also reaffirmed its commitment to independent and impartial investigations.
