Is DCP Gachagua’s Party? Questions Emerge as Malala Listed as Most Senior Official

A letter circulating on social media from the Registrar of Political Parties states that the Democracy for the Citizens Party has not registered any party leader, with the highest-ranked official in the party listed as Deputy Party Leader Cleophas Wakhungu Malala.

The ORPP issued the letter after receiving an Access to Information Act, 2016, request two months after the registration of the political party.

The letter from the Registrar of Political Parties, John Lorionokuo, stated that the party obtained a certificate of full registration on February 3, 2025.

“Democracy for the Citizens Party was issued a certificate of full registration on 3 February 2025, serial number of certificates is 103,” he wrote.

DCP Party Headquarters, Slogan, and Registered Positions

Musa Gitau Road off Waiyaki Way, Nairobi, was registered as the party’s headquarters with the party’s slogan listed as “Skiza Wakenya”.

The ORPP also confirmed that a registered office for a party leader position is not among the registered positions.

“The position for Party Leader is not among the offices currently registered with this Office pursuant to section 20 of the Political Parties Act.” the letter stated.

Registered Officials and Procedures for Political Party Changes

However, the senior-most office registered in the party’s registration document is the Deputy Party Leader position, which is held by Hon. Cleophas Wakhungu Malala under DCP322789.

Other positions registered in the office include:

National Chairperson, Vice Chairpersons.
Secretary General.
Deputy Secretary General.
National Treasurer and Deputies.
National Organizing Secretary and Deputies Director of Elections.
National Women’s Caucus Chairperson.
National Youth Caucus Chairperson.
PWD Caucus Chairperson and Eminent Persons Chairperson.

Lorionokuo added that the registration documents cannot be altered, and any changes that must be done in the list of registered officials should follow procedures laid down under section 20 of the Political Parties Act and should be published in the Kenya Gazette.

“Should the party file additional officials with this office, the register shall be updated accordingly,” the ORPP registrar said.

The applicant’s name who requested for the information, was not revealed in the letter, and the ORPP statement was without prejudice.
